South Bend Redevelopment Commission
Regular Meeting November 10, 2014
6. NEW BUSINESS (CONT.)
A. Public Hearings
(5) continued...
property doesn't really match the new buildings that are coming in. So everybody forgets
about the older area and flocks to the new area. So, if that happens, what's going to happen
to somebody like me.
Mr. Ford: I would challenge you to think about this a little differently. I think this is about
Ms. Allen: I'm good at that. I'm happy with the area. It's going to benefit everybody, but I
need to compete with that new area. So, my question for you is, how is the city going to
help me compete?
Mr. Ford: Well, you can talk to us about in terms ... if you're expanding, or if you're adding
on, or adding new investment, we can discuss partnering. The biggest thing that we can do
is help improve the public realm. So, getting the streets right, getting the site right, that's
what the public sector's role is.
Ms. Allen: I'm good with that. I'm concerned with the retail.
Mr. Ford: But, wouldn't it be great if there was something other than a vacant KMart across
the street?
Ms. Allen: Oh, yeah, absolutely!
Mr. Ford: So, I think if you see the redevelopment of Belleview Place, that's going to
amplify the traffic in front of your business.
Ms. Allen: To be more specific ... I also own property on Lincolnway West and I'm
concerned about Lincolnway West also. Years ago when the airport was taking over all that
area on Lincolnway West, they were offering fagade grants. Will that happen here?
Mr. Ford: Yes.
Ms. Allen: Beautiful! Those were my questions, I guess. How am I going to be able to
compete with that? But, my taxes right now are going for schools, the general fund. But if
my taxes are going into the general fund, am I still going to be able to take advantage of that
fagade grant, because my money isn't going into the TIF.
Mr. Ford: Yes. You will be able to take advantage of the facade grant program.
Ms. Allen: So, that is true for this whole area and Lincolnway West.
15
