South Bend Redevelopment Commission <br />Regular Meeting November 10, 2014 <br />6. NEW BUSINESS (CONT.) <br />A. Public Hearings <br />(5) continued... <br />Ms. Colleen Allen: We did receive a little bit of information. I just have a couple of <br />questions. First, why did someone send you a letter about they're not going to sell the <br />property to a church? <br />Mr. Relos: They sent a letter stating that they were planning to expand and they didn't want <br />to sell. <br />Ms. Allen: Was there an approach to sell? Were they offered...? <br />Mr. Relos: No, they received the letter saying their property was being added to the <br />development area. <br />Ms. Allen: Right, right, right. That's why they didn't match. That's why I'm asking. So <br />that has nothing to do with anything we're talking about. When is all this going to start, for <br />this west side area? <br />Mr. Ford: The work has already been bid out for Lincolnway West. The construction <br />documents are at 30% for Western Ave. So, part of that is contingent upon this going <br />forward today. If so, we'll have the funding. We'll be able to go out to bid next summer for <br />the improvements on Western. <br />Ms. Allen: OK. And how long do you project this to ... this will take a lot of work to... <br />Mr. Ford: Certainly. The striping... this has accrued over forty or fifty years, and we're <br />going to start addressing it immediately. It's going to take five to ten years. This plan is <br />available online. Also, if you were to come to our department we could get you a copy. It <br />lays out short-term, mid -term and long -term implementation actions. So the short term <br />things, in terms of getting the streets right, is happening in the next two to three years. <br />Ms. Allen: OK. My property... that's Belleview Place. That's the dead KMart. My <br />property is across the street and down. So, I'm looking at...it doesn't look like a lot going <br />on down in that area. Is there a lot going on on the streets down there? <br />Mr. Ford: It's probably a later phase, but we're potentially going to create a boulevard <br />condition there to make it an enhanced entry into the city. <br />Ms. Allen: All of that action that's happening closer to downtown... that looks like a huge <br />production and it's going to change this area a lot. That being said, usually when things <br />happen like this in cities, the properties that have been there for years, like mine, you've got <br />new beautiful areas coming up, and anyone who owns a business like I have for 20 yrs, my <br />14 <br />
