Public Hearings <br />(3) continued... <br />Mr. Ford: We'd bring it to the edge of the district. <br />There was no one else who wished to speak regarding Resolution No. 3228. Ms. Jones <br />closed the Public Hearing for whatever action the Commission wished to take. <br />(4) Consideration of Resolution No. 3255 modifying and confirming a declaratory <br />resolution and amendment to the Development Plan for the Northeast Neighborhood <br />Development Area adopted by the South Bend Redevelopment Commission. <br />Upon a motion by Ms. Schey, seconded by Mr. Inks and unanimously carried, the <br />Commission approved Resolution No. 3255 modifying and confirming a declaratory <br />resolution and amendment to the Development Plan for the Northeast Neighborhood <br />Development Area adopted by the South Bend Redevelopment Commission. <br />(5) Public Hearing on Resolution No. 3229 designating and declaring certain areas as <br />Economic Development Areas to amend the boundaries of the Airport Economic <br />Development Area by adding the remainder of the South Bend Central Development <br />Area, certain territory of the West Washington- Chapin Development Area and certain <br />expansion areas to the Airport Economic Development Area, designating such <br />territories and areas as part of the Airport Economic Development Area Allocation <br />Area No. 1 and approving of an Amendment to the Development Plan for the Airport <br />Economic Development Area <br />Mr. Relos noted that the Public Hearing file for Resolution No. 3229 is complete, containing <br />the following items: (1) a copy of the Notice of Hearing; (2) a copy of Resolution No. 3229; <br />(3) a copy of the Area Plan Commission's Resolution No. 237 -14 approving the <br />Commission's declaratory resolution; (4) a copy of the South Bend Common Council <br />Resolution No. 4402 -14 approving the Area Plan Commission's resolution; (5) affidavits <br />from the South Bend Tribune and the Tri- County News that the Notice of Hearing was <br />published in those newspapers on October 31, 2014; (6) a statement from David Relos that <br />affected property owners were mailed a copy of the Notice of Hearing on October 31, 2014; <br />(7) a statement from David Relos that on October 30, 2014 both the neighborhood <br />associations and taxing units were sent a copy of the Notice of Hearing; (7) as of 9:00 a.m., <br />November 10, 2014 there were no written remonstrances received concerning Resolution <br />No. 3229. However, there was one communication from a church along Western Ave. <br />stating they have plans to build a youth center and the church would not like to sell its <br />property. Mr. Relos noted that there are no plans to acquire that property. <br />Ms. Jones opened the Public Hearing on Resolution No. 3229 for whoever wished to speak. <br />12 <br />
