It was seconded by Mr. BonDurant. There being no further discussion, the motion was <br /> passed. <br /> VIII. Business by Director St. Clair <br /> 1. Director St. Clair recognized Mr. Tim Sexton of the University of Notre Dame. He said <br /> he looked forward to submitting their proposal and if agreed to they would begin in the <br /> early spring. <br /> 2. Director St. Clair distributed a report that he gave to Mayor Buttigieg. It summarized <br /> the events that happened while he was gone the last seven months in Afghanistan. He <br /> wanted the Board to be aware of what he reported to the Mayor. <br /> 3. He discussed the impact of the 30 hour limit on part time employees before they <br /> become eligible for employer provided health insurance as mandated in the Affordable <br /> Care Act. It has been difficult to retain employees and the cost of providing insurance <br /> would be prohibitive. Golf and Maintenance operations have been most impacted by <br /> this rule. <br /> 4. He will be going to a Common Council meeting tonight to discuss the master plan and <br /> capital funding. We have identified$8.3 million of deferred maintenance items and $27 <br /> million in major capital projects. It is hoped a bond issue will help address these items. <br /> 5. Members of the Council have suggested that Parks take over the maintenance of trees <br /> that are in tree lawns. Currently, the homeowner is responsible for the cost of <br /> maintaining these trees, although the city forester determines which trees are in need of <br /> maintenance. <br /> 6. The Forester estimates that it would require an additional five person crew and cost an <br /> additional approximately $338,000 for removals alone as well as an additional <br /> $700,000 for capital startup costs for equipment. <br /> 7. September volunteer hours are 873. That computes to $16,000 in value. He expects to <br /> end the year with 22,000 hours. <br /> 8. Two hundred thirty headstones have been repaired in the City Cemetery and sixty have <br /> been vandalized. <br /> 9. We are partnering with a group to do cleanup around Keller Park along the river to the <br /> Angela Street bridge. <br /> IX. Comments by the Deputy Director <br /> 1. Ms. O'Connor reported that several staff attended the National Recreation and Parks <br /> Association annual congress in Charlotte,North Carolina. <br /> 2. Practice for River City Basketball youth leagues begins this week. Games begin <br /> November 1. Training for officials for the league was held last Saturday. <br /> 3. A grant from Sports Indiana for$10,000 is in the final stages of preparation to be <br /> submitted. It will help to defray the costs of the International Softball Congress <br /> tournament next year. <br /> 4. Sponsors are being solicited for the tournament and several companies have responded <br /> positively. <br /> 5. The City Wellness program will hold its annual health fair this week at the Century <br /> Center. O'Brien Fitness Center will have a booth. <br /> 6. We have a bounce house rental at the Kid's Expo at Century Center this coming <br /> - -3 - - <br />
