Airport Economic Development Area <br />(3) continued... <br />pathways and trail systems has identified the <br />rail spur as a great right-of--way for a network <br />of pedestrian paths on its northwest side. <br />Planning staff has been working with South <br />Shore Freight to have the rail and ties <br />removed at no cost to the Commission or city <br />in exchange for the rights to the easement to <br />use as a pathway to serve as an amenity to <br />the community. South Shore has already <br />started removing the track and ties, and will <br />leave the ballast to serve as a foundation for a <br />path surface. This is a great collaboration <br />with South Shore Freight, at no expense to <br />taxpayers. <br />(4) Proposal for Phase II Environmental Site <br />Assessment for the Waste Management 8 <br />facility located at 1515-1519 South <br />Franklin Street. <br />Mr. Witwer noted that the historical use of <br />this site was chemical manufacturing and a <br />steel foundry. The Phase I site assessment <br />indicated the need for a Phase II assessment. <br />They will do ten soil borings on the site for a <br />fee of $10,220. Staff recommends approval. <br />Upon a motion by Mr. Downes, seconded by <br />Mr. Varner and unanimously carried, the <br />Commission approved the request for <br />proposal and accepted the proposal of <br />Wightman Petrie in an amount of $10,220 for <br />a Phase II Environmental Site Assessment of <br />1515-1519 Franklin St. <br />COMMISSION APPROVED THE REQUEST FOR <br />PROPOSAL AND ACCEPTED THE PROPOSAL OF <br />WIGHTMAN PETRIE IN AN AMOUNT OF $10,220 <br />FOR A PHASE II ENVIRONMENTAL SITE <br />ASSESSMENT OF 1515-1519 FRANKLIN ST <br />16 <br />
