Mark J. Hal=Annexation Area 5
J. Municipal Legislative District
The Annexation Area will be in the 6th District.
K Hiring Plan
It is anticipated that this annexation will not result in the elimination of jobs for employees of any
other governmental entities. The Centre Township Trustee has been notified of this Annexation
SECTION HL MUNICIPAL SERVICES
A. Public Works
Sewer - The public sanitary sewer network is available on DeLuna Drive in the Lafayette Falls Phase
Two Subdivision. The developer of this property will need to extend sewer lines to the site from that
point to the western extent of this proposed subdivision and northward to serve Morton Court. The
developer of this property will also be required to install other infrastructure to the current standard
including a storm water drainage system and a street lighting system. The city's sewage treatment
plant has the capacity to accommodate additional growth in the Annexation Area.
Water - An 8" water main is located within the Lafayette Falls development. There is a
connection on US 31 South, approximately 3000 feet south of Kern Road. A flow test conducted
on April 8, 2005 indicated a static pressure of 62 psi, a residual pressure of 35 psi, and a flow rate
of 1,126 gpm. While this is adequate capacity, continued development in this area will require the
installation of a water main along Kern Road to loop the service.
Extensions of, or taps into sanitary sewer and water lines shall be governed by I.C. 36- 9 -22 -2,
I.C. 8 -1.5 -3 and 4, and the rules and regulations of the South Bend Water Works and Sewer Utility.
Street Lighting - The developer will be required to install a street lighting system. Additional revenue
to the General Fund from this annexation area will be sufficient to pay for street light operations on the
new roads to be developed.
Waivers of Annexation - No waivers of annexation are in effect for the Annexation Area.
Streets — The developer will be required to construct new public streets to access the lots proposed
for development. The new and existing streets will add mileage to the roadway inventory. The
new mileage will add to the state's payments to the Motor Vehicle Highway Fund and Local Road
and Street Fund sufficient for street maintenance, sweeping, and snow removal.
Drainage Plan - Drainage facilities will be constructed by the developer. Drainage plans are
typically completed by the developer, submitted with subdivision plats, and reviewed and approved
