Other <br /> (1) TIF Neutralization Professional Services Proposal <br /> 1 Mr. Relos explained this is an annual process required by State law. The proposal is to have <br /> Umbaugh& Associates prepare the worksheet calculations for each development area to see <br /> whether there is natural growth which would necessitate a change to the base of the TIF <br /> 1 area. The fee is $12,500 plus a $2,000 set up fee, which is less than the $15,000 we have <br /> contracted in the last several years. If the TIF re-alignment is approved they would go back, <br /> re-analyze and get the adjusted information to the County. This piece will cost an additional <br /> 1 $4,000 for a total of$18,500. <br /> 1 <br /> Mr. Ford noted this is an example of good governance as through the re-alignment process <br /> we discovered and corrected discrepancies between the City and County records on over 900 <br /> parcels. <br /> 3 <br /> 2 Upon motion by Ms. Schey, seconded by Mr. Downes, and unanimously carried, the <br /> ICommission approved the TIF Neutralization Professional Services Proposal with Umbaugh <br /> &Associates in an amount not to exceed $18,500. <br /> 1 (2) TIF Realignment Analysis Professional Services Proposal <br /> s <br /> 1 Mr. Relos noted this proposal would again be with Umbaugh to include 5 year projections of <br /> t the effects of re-aligned development areas per township, both on a macro (area-wide) and <br /> micro (individual taxpayers) level.
