That the above sums of money are <br />required for the proper and efficient operation and <br />function of the aforementioned Departments of the <br />Government of the City of South Bend, Indiana, and <br />an extraordinary emergency is hereby declared to <br />exist concerning the appointment of said additional <br />personnel and of the foregoing appropriations. <br />Section 5.
