Community/Campus Advisory Coalition (CCAC) <br />February 20, 2008 Meeting Minutes <br />Page 3 <br />Marguerite Taylor that City Attorney Charles Leone serve as CCAC Recording <br />Secretary. The motion passed. <br />Council Member Kirsits then invited all persons who were present to join the CCAC. <br />Each person then introduced themselves and gave a brief description of the respective <br />duties which they perform. <br />Council Member Kirsits noted that each CCAC member was given a folder which <br />contains the agenda, a list of the CCAC membership and Ordinance No. 9785-07 <br />(copies on file). He asked for preliminary discussion of the overall duties. and <br />responsibilities of the CCAC in light of the ordinance. He suggested that a "CCAC <br />mission statement" might also be an objective of the group. He added that many good <br />things are happening along Meridian Street in formerly challenged areas in the City of <br />Indianapolis New housing with security patrols are making positive impacts. Council <br />Member Kirsits noted that as Chairperson of the Council's Zoning and Annexation <br />Committee, he is becoming increasingly concerned about homes which are being <br />purchased and turned into student housing. He and Council Member Puzzello will <br />be looking closely at whether these homes are grandfathered under the zoning code <br />and are looking into new regulations for better control of these situations. His concern <br />is heightened by the fact that many- parents of college students are purchasing <br />these homes and are unaware of the zoning regulations. Council Member Kirsits <br />noted that last year's ND football season went relatively well, but with upcoming <br />events like St. Patrick's Day, Spring Break, graduation weekends, etc., are potential <br />areas of concern. <br />Ms. Toppel noted that the Office of Code Enforcement has sent out pre-emptive letters <br />with limited success with respect to the alleged zoning violations. <br />The following areas were then briefly addressed: <br />• Requests for assistance for contact information for Saint Mary's and Holy Cross <br />• College and university schedules should be shared with all members of the <br />CCAC for proper planning <br />• Complaints including but not limited to local taxi cabs operators overcharging <br />students, vehicle capacity issues, behavior issues <br />• Educational forums will be sponsored by the colleges and universities and dates, <br />times and locations need to be shared with CCAC so that proper planning may <br />take place <br />
