That the said Board of Water Works Commissioners, subject to <br />such terms and conditions as said Board shall determine, shall sell and <br />deliver said property to any purchaser or purchasers thereof upon payment <br />of the purchase price in full, but for not less than the full appraised <br />value thereof. <br />SECTION IV.
