HUFF <br />DIRECTOR OF PLANNING <br />Your City Planning Commission has been unable to date to comply <br />with Common Council resolution requesting the Planning Commissior. <br />to make the necessary study and submit the recommendations rela- <br />tive to the adoption of legislation for off-street parking re- <br />quirements. The Commission and the Commission staff are and have <br />been working towards this recommendation and will report it out <br />at the earliest possible date. <br />In the meantime, Ordinance 3702, the Zoning Ordinance of South <br />Bend, does not give the Board of Appeals explicit or implicit au- <br />thority to grant off-street parking lots as a transitional use <br />between residential and commercial or industrial use in an area <br />zoned residentially. Parking lots developed under certain res- <br />trictions and conditions imposed by the Board of Appeals offer a <br />very good transitional use beta -Teen the different areas. <br />The proposed Ordinance presented herewith will give the Board of <br />Appeals the necessary authority to grant such uses. The Ordinance <br />was legally advertised under date of September 28, 1954 and a pub- <br />lic hearing was held by your Planning Commission under date of <br />October271, 1954.
