After reviewing those <br />bids, Ms. Eli recommended that the Board award the contract to the highest responsive and <br />responsible bidders as indicated in bold above. Therefore, Ms. Roos made a motion that the <br />recommendation be accepted and the bids be awarded as outlined above. After reviewing those bids, Mr. Hudak <br />recommended that the Board award the contract to the lowest responsive and responsible bidder <br />
