(Patriot) is pleased to provide you with this <br />proposal to conduct a Phase I Environmental Site Assessment (ESA) for Lot 7 located <br />within the Ignition Park Subdivision near the intersection of Stull Street and Franklin <br />Street in South Bend, Indiana (Site). Patriot understands that the Site consists of 13.91 <br />acres of vacant commercial land and that the Phase I ESA will be performed in <br />conjunction with purchase and development. The following presents Patriot's scope of <br />work and estimated fee to perform the ESA. <br />Scope of Work <br />Patriot will conduct an Phase I ESA in accordance with the ASTM International (ASTM) <br />Standard E1527 -13, Standard Practice for Environmental Site Assessments, which <br />complies with the United States Environmental Protection Agency's (USEPA) Standards <br />for Conducting All Appropriate Inquiries (AAI) presented in 40 CFR 312. The purpose of <br />the assessment is to identify "recognized environmental conditions" (RECs) associated <br />with the Site. ASTM El 527 -13 defines a REC as "the presence or likely presence of any <br />hazardous substances or petroleum products in, on, or at a Site: (1) due to release to <br />the environment; (2) under conditions indicative of a release to the environment; or (3) <br />under conditions that pose a material threat of a future release to the environment.
