Staff Report 6/6/2014 <br />Zoning and Land Use History And Trends: <br />Irish Hills Apartments was rezoned in 1978. The CVS and Drive and Shine at the <br />northeast corner of Ironwood and Ireland were rezoned in 2000. <br />Traffic and Transportation Considerations: <br />Ireland Road has two lanes with a passing blister on the south side for the Irish Hills <br />Apartments. <br />Utilities: <br />The City Engineering Department verifies water and sewer is available to the site. <br />Agency Comments: <br />The City Engineer requires easements to maintain natural watercourses so they are not <br />disturbed. The Army Corps of Engineers verified there is an area of wetlands in the <br />southeast corner of the site. The Department of Community Investment agrees to the <br />general LB, CB, and MF2 uses, however automotive uses should be limited and all <br />commercial uses should be well buffered from adjoining residential. <br />Commitments: <br />The petitioner is not proposing any written commitments. <br />Criteria to be considered in reviewing rezoning requests, per IC 36 -7 -4 -603: <br />1. Comprehensive Plan: <br />Policy Plan: <br />City Plan, South Bend Comprehensive Plan (November 2006) <br />Objective LU 2: Encourage a compatible mix of land uses in the community. <br />Objective LU 6: focus development efforts within the Service Area. <br />Objective EM4: Conserve and protect wetlands and natural open space habitats. <br />Land Use Plan: <br />The future land use map identifies this area as commercial (office and retail). <br />Plan Implementation /Other Plans: <br />There are no other plans in effect for this area. <br />2. Current Conditions and Character: <br />This area is just to the east of the commercial node of Ironwood Road and Ireland Road. <br />3. Most Desirable Use: <br />The most desirable use is commercial (office and retail). <br />4. Conservation of Property Values: <br />With proper landscape buffer, and the commitment to not have drive thrus along the east <br />property line, surrounding property values should not be negatively affected. <br />5. Responsible Development And Growth: <br />It is responsible development and growth to bring a mixed use development, dependent on <br />water and sewer, within the City limits. <br />Staff Comments: <br />The staff is in general agreement with the land uses proposed.
