CLERK <br />AN ORDINANCE AUTHORIZING THE INCREASE OF SEWAGE SERVICE <br />CHARGES TO ALL USERS OF CITY SEWER SERVICE OR CITY WATER <br />SERVICE, FOR THE PURPOSE OF REPAIR AND /OR REPLACEMENT OF <br />WATER SERVICE LINES, SHUT OFF BOXESt AND WATER METER MANHOLES. <br />WHEREAS, many shut -off boxes at the curb on the streets of South <br />Band are unserviceable or will become unserviceable in the future, and <br />WHEREAS, a large number of Residentials Commercial and Industrial <br />service lines in the streets of the City of South Bend are in a state of <br />disrepair, whichs in turn, is causing leaksq and <br />WHEREAS, said.leaks have gone unattended in many instances for <br />long periods of time due to the failure and inability of property owners <br />to repair and service said leaks2 and <br />WHEREAS, said leaks have done and will continue to do tremendous <br />damage to the public improvements in the streets of South Benda and <br />WHEREAS, said leaks have caused a great loss of waters and <br />WHEREAS, said water escaping due to service line leaks is carried <br />into the sewers of the City of South Bend and then to the sewage treatment <br />plant which, in turns adds an unnecessary load to said sewage treatment plant <br />causing wear and tear on said plant as well as use of additional man power, <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City <br />of South Bend: <br />SECTION 1. That the sum of eight GOB) cents per month be added to the sewage <br />service charge of all domestic water or sewer users <br />SECTION II. That the sum of twenty -five (.25) cents per month be added to the <br />sewage service charge of all commercial water or sewer users <br />SECTION Ill. That the sum of fifty (.50) cents per month be added to the sewage <br />service charge of all industrial water or sewer users <br />SECTION IV. That all of said sums of money so collected be deposited in a <br />separate fund of the Sewage Treatment Plant and that said fund be used solely <br />for the repair and /or replacement of water service linesq shut -off boxes, and <br />meter manholes <br />SECTION _ V. For Domestic accounts. This fund shall insure maintenance, repair <br />and/or replacement of water lines up to the foundation walls of a residential <br />building. This will include the main service line even though it may have a <br />lawn sprinkling connection teed int Noweverg any costs of repair to a lawn sprink- <br />ling system proper will not be'paid for out of this fund. <br />SECTION V1. For Commercial and Industrial accounts. This fund shall insure <br />maintenances repair and/or replacement of water service lines extending to the <br />property lines ONLY. <br />
