N004t, OLCAM <br />AN ORDINANCE CONTROLLING THE OPERATION <br />OF SELF - SERVICE LAUNDRIES <br />WHEREAS, the operation of self- service laundries without attendants <br />increases the danger of fire, and <br />WHEREAS, it is imperative and urgent for the preservation of the <br />health, safety, sanitation, peace and public welfare of the City of South Bend <br />that proper and adequate regulations be adopted to require operators to be <br />present at self- service laundries. f <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of <br />South Bend, that <br />SECTION I. Definitions: <br />(a) Operators of Self- service Laundries. The term "operators of <br />self- service laundries" as used in this article' shall mean any person who keeps <br />or maintains a commercial establishment open to the general public, which <br />establishment is equipped with washing machines and /or drying machines for <br />the purposes of cleaning, washing and /or drying laundry and other materials, <br />and which washing and drying machines are self- operated by the general public <br />upon payment of a charge to an attendant or to a coin collection mechanism. <br />(b) Self- service Laundries. The term "self- service laundries" as <br />used in this article shall mean only such laundry establishments which provide <br />self- operated washing and /or drying facilities and which are open and available <br />to the general public. The term does not include any establishments wherein <br />the laundry services are performed by employees of the operator of the laundry <br />establishment, nor does this term as used herein include self- service laundry', <br />facilities which are provided for or established in apartment or multiple - rental <br />units, as long as such self- service laundries are not open to the general public <br />and are restricted in their availability to the tenants or inhabitants of such <br />apartment on multiple- rental units. <br />(c) Attendant. The term "attendant" as used in this article shall <br />mean any person of adult age who is either the operator of said self- service <br />laundry or an authorized employee of said operator. <br />SECTION II. Rules and Regulations for Maintenance and Operation. <br />All self - service laundries shall be maintained and operated in com- <br />pliance with all applicable "fire, health and public safety laws of the State of <br />Indiana, and the ordinances of the City of South -Bend, and the operators thereof <br />in addition thereto shall: <br />(a) Maintain an attendant who shall be present on the immediate <br />premises established for the said self- service laundry during all times as <br />the said laundry is open for business. <br />
