STAFF REPORT October 10, 2000
The Graber Group, L.P. 2030-00
Location: 411 East Ireland Road
City of South Bend
REQUESTED ACTION: The petitioners are requesting a zone change
from "A" Residential to "PHC"
Professional/Health Care to allow an eye care
medical clinic and office.
EXISTING LAND USE: The property is currently vacant land.
SURROUNDING LAND USE AND ZONING: Located to the north are single-family homes
zoned "A" Residential "A" height and area; to
the east across Fellows Street are
single-family homes zoned "A" Residential, "A"
height and area; to the south across Ireland
Road is a single-family home zoned "A"
Residential, "A" height and area; and to west
is a commercial business zoned "C-2"
Commercial, "C" height and area.
ACCESS: Access to the site is from Fellows Street.
WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site.
DRAINAGE: The drainage has not been addressed by the
petitioner.
SITE DATA: The total site to be rezoned is 1 acre. Of
that, the buildings will occupy 6,722 square
feet, or 15 percent of the site; the parking
and drives will occupy 20,660 square feet, or
48 percent of the site; and 16,170 square feet
or 37 percent of the site will remain as open
space.
ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no
public wells, flood hazards, wetlands or
environmental hazard areas are present.
SITE PLAN: The site plan is preliminary.
AGENCY COMMENTS: The City Engineer will require a drainage plan
at the final site plan stage.
PRELIMINARY
STAFF RECOMMENDATION: Based on information available prior to the
public hearing, the staff recommends that this
petition be sent to the Common Council with a
favorable recommendation, subject to a final
site plan showing a cross-access easement with
the property to the west. It is the staff's
opinion that the "PHC" zoning for the property
would create a buffer between the commercial
uses to the west and the single-family
neighborhood located to the north and east.
