REGULAR MEETING JANUARY 15. 2014 <br />access to the interior of the apartment, it was apparent that their patient had not fallen, but instead <br />was sitting on the railing of his outside balcony with his feet resting on a chair. The patient appeared <br />visibly upset and anxious, stating that he was prepared to jump to end his life. Captain Pritz and <br />Officer Dombrowski attempted to talk the patient into coming down from the railing and seeking <br />medical treatment. The patient stated that although he didn't really want to jump, he didn't have <br />anything to live for. At this time, the patient looked out and downward and began to lean towards the <br />parking lot. Acting without hesitation and without regards to their own personal safety, Captain Pritz <br />and Officer Dombrowski rushed to grab the patient and pull him away from the railing and secure <br />him on the floor of the balcony until other officers were able to assist. The patient was transferred to <br />a waiting ambulance and delivered to a local hospital for further treatment. <br />WHEREAS, the vigilance, quick action, and heroic efforts of these individuals are directly <br />responsible for saving this man's life and preventing any other potential loss of life or injury from <br />this incident. <br />BE IT FURTHER RESOLVED that David Pritz and Kyle Dombrowski be commended and <br />recognized for their quick actions, dedication, and professionalism. Miller, Member <br />s /Luther Taylor, Member <br />s /Jahn Collins, Member <br />s /Daniel Jones, Member <br />Attest: <br />s /Linda Martin, Clerk <br />ADOPT RESOLUTION NO. 01-2014 - A RESOLUTION OF THE BOARD OF PUBLIC SAFETY <br />OF THE CITY OF SOUTH BEND INDIANA ESTABLISHING THE 2014 HOLIDAY <br />SCHEDULE FOR THE SOUTH BEND FIRE DEPARTMENT <br />Upon a motion by Mr. Taylor, seconded by Mr. Collins and carried, the following Resolution was <br />approved by the Board of Public Safety: <br />RESOLUTION NO. 01 -2014 <br />A RESOLUTION OF THE BOARD OF PUBLIC SAFETY OF THE CITY OF SOUTH <br />BEND, INDIANA ESTABLISHING THE 2014 HOLIDAY SCHEDULE FOR <br />THE SOUTH BEND FIRE DEPARTMENT. <br />WHEREAS, the Board of Public Safety of the City of South Bend, Indiana, is empowered by <br />law to establish rules and regulations for the South Bend Fire Department; and <br />WHEREAS, it is in the best interest of the City of South Bend that the Fire Department <br />holidays be set with certainty. <br />NOW, THEREFORE, BE IT RESOLVED, by the Board of Public Safety of the City of <br />South Bend: <br />SECTION I. That all firefighters who work 24 -hour shifts are not entitled to holidays off. <br />SECTION II. That for all firefighters who work 24 -hour shifts, Critical Duty Days are as <br />set forth in Article 25 of the Collective Bargaining Agreement for the year 2014, which is in <br />force in 2014 per Article 33 of the Agreement. <br />SECTION III. That all firefighters who are assigned to work a four or five day work <br />
