Public Hearings <br /> (1) continued... <br /> February 7, 2014; an affidavit from Jason Jolly, Classified Manager of the Tri-County <br /> News, that the Notice of Hearing was published in that newspaper on February 7, 2014. <br /> Mr. March explained that the 2014 appropriations for each of these TIF areas was made <br /> October 10, 2013 so the amount of the appropriation was an estimate of what revenues <br /> would be received from the tax collection. The revenues were larger than expected; also, <br /> there were some projects that were in the budget for 2013 that did not get started, so the <br /> funds for those projects were not spent. The additional tax distribution and the unused 2013 <br /> project funds account for these supplemental appropriations in the Northeast Neighborhood <br /> Development Area and the Douglas Road Development Area. Resolution No. 3200 <br /> increases the budget for the NNDA by$450,000. The money will be used for Eddy Street <br /> Commons utilities. <br /> Ms. Jones opened the public hearing on Resolution No. 3200 for whoever wished to speak. <br /> There was no one who wished to speak. Ms. Jones closed the public hearing for whatever <br /> action the Commission wished to take. <br /> (2) Public Hearing on Resolution No.3201 appropriating tax increment fmancing <br /> revenues from Allocation Area Fund for the payment of certain obligations and <br /> expenses related to the Northeast Neighborhood Development Area Allocation Area#2. <br /> Mr. Relos noted that the public hearing file is complete, containing a copy of Resolution <br /> No.3199 determining to make the appropriation and setting the public hearing on Resolution <br /> No. 3201; a copy of the Notice of Hearing; a copy of Resolution No. 3201, the subject of the <br /> public hearing; an affidavit from Kim Wilson,President&Publisher of the South Bend <br /> Tribune,that the Notice of Hearing was published in that newspaper on February 7, 2014; an <br /> affidavit from Jason Jolly, Classified Manager of the Tri-County News,that the Notice of <br /> Hearing was published in that newspaper on February 7, 2014. <br /> Mr. March noted that the Northeast Neighborhood Development Area Allocation Area#2 is <br /> what we call the Residential TIF area. Resolution No. 3201 allocates$260,000 to be used <br /> for the Second Amendment with Kite for right of way. <br /> Ms. Jones opened the public hearing on Resolution No. 3201 for whoever wished to speak. <br /> There was no one who wished to speak.
