36 <br />(d) One hundred and twenty (120) days after report of <br />the Plan Commission to the Council favoring a change or <br />amendment, the change or amendment shall have the same effect <br />as all other ordinances, unless the City Council has within <br />that time finally acted upon it. <br />(e) Petition duly signed, may be presented to the Clerk <br />of the City Council requesting an amendment, supplement or <br />change or regulations of the Zoning Ordinance by! <br />1. The Plan Commission. <br />2. By the owners of fifty (50) percentum or more of <br />the area involved in the petition. <br />3. The City Council may direct the Plan Commission to <br />prepare an amendment and submit it to public hear- <br />ing within sixty (60) days after formal written <br />request by the City Council. <br />(f) The petitioner shall pay such processing and adver- <br />tising fees as shall be determined by the Planning Commission. <br />(i) No building permit shall be issued by the Building <br />Commissioner and no change in use of bulk of structures <br />existing, shall occur in any territory hereafter annexed to the <br />City of South Bend, Indiana until such territory has been zoned <br />-" by the City Council or a period of 180 days from the effective <br />- date of the annexation has lapsed. <br />(a) Any person, <br />obeys, omits, neglects <br />the enforcement of any <br />be fined not less than <br />(100) dollars for each <br />county jail until such <br />violation is permitted <br />SECTION 24. <br />Violation, Penalty <br />Firm or corporation who violates, dis- <br />or refuses to comply with or who resists <br />of the provisions of this ordinance shall <br />ten (10) dollars or more than one hundred <br />offense, and shall be imprisoned in the <br />fine and costs are paid.
