l <br />April 29, 1930 <br />Memo to: The South Bend Common Council <br />Subject: Ordinance appropriating Local Road and Street Funds in <br />the sum of $67,660, and $22,553 from the Cumulative <br />Capital Improvement Fund. <br />EXPLANATION OF SECTION I OF PROPOSED ORDINANCE <br />The City has made application to the Arterial Road and Street <br />Board in Indianapolis for 75% of the cost of the following <br />projects: <br />1. Vine Street Area Trunk and Lateral Storm Sewer Installation <br />The property owners on Vine Street from 32nd to 36th Street <br />have petitioned the Board of Public Works & Safety for paving <br />of Vine Street under Barrett Law. Before this pavement can be <br />installed we must first recognize the immediate need of storm <br />sewers in this area. A drainage study and survey shows that <br />there should be a storm sewer built in Vine Street with <br />laterals branching off in both directions into the north and <br />south alleys. Therefore, the request for this fund for storm <br />sewers is part of an effort to expedite the construction of <br />a permanent type pavement in Vine Street. The cost of the <br />proposed storm sewer installation is as follows: <br />Vine Street sub -trunk sewer cost - - - $28,285.25 <br />Cost of lateral sewers in alleys - - - 31,980.00 <br />60,265.2.5 <br />Engineering Cost, approx. 10% - - 6,026.50 <br />Total Cost - - - - - - - $66,291.75 <br />APPLICATION HAS BEEN MADE FOR 75% OF THIS COST - - - $49,718.85 <br />2. Topics Program (Traffic Operations Program for <br />Increasing Capacity and Safety) <br />Under this Federally- assisted program the Bureau of <br />Public Roads will, in cooperation with the local <br />community, pay 50% of the cost of making improvements <br />to selected intersections to improve traffic flow and <br />reduce accidents.
