(5) If occupancy of any curb space is sought for a period longer than four weeks, the application, if approved by the Traffic Engineering Department, must also be submitted to and approved by the Board of Public Works and Safety before meter bags will be issued. (6) If the proposed curb occupancy will require the removal of parking meters or parking meter posts, the cost of removal and re- installation will be estimated in advance and such cost will be collected from the applicant in advance, along with the other fees herein provided for: Provided, how- ever, that if the applicant is a contractor suitably equipped to perform such work and is bonded to the City of South Bend, he may elect to perform the removal and re- installation himself, at no cost to the City.
