REGULAR MEETING <br />NOVEMBER 20, 2013 90 <br />further discussion, the recommendation for Employees of the month was accepted for filing. <br />FILING OF QUARTERLY REPORT FOR SPECIALIZED TRAINING JULY AUGUST AND <br />SEPTEMBER 2013 <br />Lieutenant Dave Hecklinski, Training Division, South Bend Police Department, submitted to the <br />Board a written Quarterly Report for Specialized Training for the period of July, August, and <br />September 2013. The report indicated the specialized training attended, the names of the officers <br />who attended, and the costs involved. Chief Teachman stated there are some thirty -five (35) <br />different schools for officers shown on the report. He noted some are free, and some have costs <br />associated. Chief Teachman stated he believes they are important in raising the standards of the <br />officers. Chief Teachman noted one thing not shown in the report is roll -call training. He stated that <br />is up almost 2 % times from last year. Chief Teachman stated this training is done by community <br />members, the YWCA, and other sources, and is excellent, no -cost training. Ms. Vasquez stated that <br />is a great community partnership opportunity. There being no questions concerning this report, the <br />Quarterly Report for Specialized Training was accepted and filed as submitted. <br />FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — OCTOBER 2013 <br />Chief Teachman stated that overall, the statistics for October are down I%, even with most crimes <br />on an increase. He noted his biggest concern is with motor vehicle theft. Chief Teachman stated <br />many vehicles are being recovered with no damage to the doors or the ignition. He stated that is an <br />indication that they are being left running, unattended. Chief Teachman stated they are trying to <br />educate the public to purchase automatic starters, or sit in the vehicle when it is warming. Ms. <br />Vasquez indicated that unless there were questions or objections by members of the Board, the <br />statistical analysis report for the month of October, 2013, as submitted by the Police Depart ment, <br />would be accepted for filing. Chief Cox noted that the large drop in property <br />loss is due to three (3) large commercial fires in October 2012. He added that arsons are showing a <br />decrease.
