REGULAR MEETING <br />NOVEMBER 20. 2013 89 <br />ADDITION TO THE AGENDA <br />Ms. Vasquez noted the addition to the agenda of an additional request for an extended medical leave. <br />APPROVE MINUTES OF PREVIOUS MEETINGS <br />Upon a motion by Mr. Taylor, seconded by Mr. Miller and carried, the Minutes of the Public Agenda <br />Session, Executive Session, and Regular Meetings of October 16, 2013; and the Special Meeting of <br />November 5, 2013 were approved as presented. <br />POLICE DEPARTMENT <br />APPROVAL OF SPECIAL POLICE COMMISSION — JOSEPH DENNEY <br />In a letter to the Board, Police Chief Ronald Teachman recommended that a Special Police <br />Commission for the purpose of on- street patrol parking enforcement personnel be issued on <br />November 20, 2013, until revoked, for Joseph Denney, Downtown South Bend. These Commissions <br />are issued for the on- street patrol parking enforcement personnel and they do not include the carrying <br />of a weapon or the powers of arrest. The aforementioned individual has met the Commission <br />requirements of the South Bend Police Department. Upon a motion made by Mr. Taylor, seconded <br />by Mr. Miller and carried, the Special Police Commission was approved. <br />APPROVE REQUEST FOR PAID EXTENDED MEDICAL LEAVE — CHRISTOPHER <br />KRUEGER <br />In a letter to the Board, Police Chief Ronald Teachman, stated that Patrolman Christopher Krueger <br />requests the Board grant him a paid extended medical leave of forty -five (45) calendar days from <br />December 9, 2013 to January 23, 2014. Chief Teachman noted that Patrolman Krueger was not <br />eligible for sick buy -back in 2011. Upon a motion made by Mr. Taylor, seconded by Mr. Miller and <br />carried, the paid, extended medical leave was approved as outlined above. <br />APPROVE REQUEST FOR PAID EXTENDED MEDICAL LEAVE — JOSEPH WALKER <br />In a letter to the Board, Police Chief Ronald Teachman, stated that Sergeant Joseph Walker requests <br />the Board grant him a paid extended medical leave of thirty (30) calendar days from November 18, <br />2013 to December 18, 2013. Chief Teachman noted that Sergeant Walker will have exhausted all of <br />his sick, vacation, and personal time, and was not eligible for sick buy -back in 2011. Upon a motion <br />made by Mr. Taylor, seconded by Mr. Miller and carried, the paid, extended medical leave was <br />approved as outlined above. <br />ACCEPT AND FILE DONATION TO SOUTH BEND POLICE DEPARTMENT <br />Police Chief Teachman, advised the Board of a generous donation of an automatic external <br />defibrillator from the Indiana Police Firearms Training Association made to the Uniform Division of <br />the South Bend Police Department. There being no further discussion, the donation was accepted <br />and filed. <br />ACCEPT RECOMMENDATION FOR EMPLOYEES OF THE MONTH — OCTOBER 2013 — <br />GREGORY HOWARD AND KEN RYAN <br />The award is to recognize officers, civilian employees, on the South Bend Police Department who <br />have demonstrated actions noted by supervisors or citizens from both a professional law enforcement <br />position and in support of the community policing efforts with citizens of South Bend. Police Chief <br />Ronald Teachman stated that the process is for supervisors to bring to the Chief s attention any <br />officers who have shown exemplary performance. This month, two individuals stood out for <br />exemplary performance, going above and beyond. Chief Teachman stated Patrolman Gregory <br />Howard responded to a shooting call related to a robbery. He patrolled the area and spotted the <br />suspected vehicle. He ran the plate number and pulled the vehicle over. The suspect backed into <br />Patrolman Howard when he exited his Police vehicle, hitting him and his car, and sped off. <br />Patrolman Howard pursued the suspect both by vehicle and by foot and was able to make an <br />apprehension and recover some of the stolen items taken in the robbery. <br />Chief Teachman stated Patrolman Ken Ryan took a report from a woman that was held captive for <br />four (4) hours and beaten by her boyfriend. He searched for the suspect for several days and once <br />located, pursued him on foot and made an arrest. Chief Teachman stated his commitment to the <br />pursuit of this suspect went above and beyond. President Vasquez asked Chief Teachman to thank <br />the officers on behalf of the Board for excellent work and service to the community. There being no <br />
