BARCOME, DIRECTOR <br />Department of Administration and Finance <br />Reply To <br />SUBJECT: FEES COLLECTED FOR NON- MOVING PARKING VIOLATIONS <br />DATE: April 17, 1973 <br />We are asking for this revision in the Municipal Code of South Bend so <br />that the fees collected for non- moving parking violations will be receipted <br />to the Parking Meter Fund. We feel that the Parking Meter Fund is the <br />proper place for these fees since they are derived from violations of the <br />parking meter operations, and the parking tickets are, for the most part, <br />issued by the Meter Maids; both of which are funded from the Parking <br />Meter Fund. <br />Of importance, also, is the parking garage bond ordinance provision which <br />mandates that all "un-obligated net revenues" of the Parking Meter Fund <br />be receipted to the Parking Sinking Fund. The Parking Meter Fund's cash <br />balance will be increased by receipting the money from parking violations <br />to it. <br />By receipting the fees from parking violations in the manner outlined above <br />we will avoid having to appear before the Council requesting additional <br />appropriations as we had to do last year.
