The bill passed by a roll call vote of <br />nine (9) ayes. <br /> <br />RESOLUTIONS <br /> <br />RESOLUTION NO. 4291-13 A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, <br /> APPROVING AND ADOPTING THE NEAR <br /> NORTHWEST NEIGHBORHOOD QUALITY OF <br /> LIFE PLAN <br /> <br /> <br /> WHEREAS, in 2006, City Plan, a comprehensive plan for South Bend was adopted by <br />the Area Plan Commission of St. Joseph County and the Common Council of the City of South <br />Bend, which recommends that area-specific plans be developed for portions of the City to <br />provide strategic directi0n in the future growth and development of that area; and <br /> <br /> WHEREAS, the Near Northwest Neighborhood, Inc. has undertaken the responsibility to <br />prepare a Quality of Life Plan for the Near Northwest Neighborhood of South Bend; and <br /> <br /> WHEREAS, the Near Northwest Neighborhood Quality of Life Plan contains goals and <br />action steps identified by the Near Northwest Neighborhood, Inc., Near Northwest neighbors and <br />stakeholders in order to improve the quality of life within the neighborhood; and <br /> <br /> WHEREAS, the City of South Bend wishes to encourage residents to develop and <br />implement plans that will have a positive impact on their neighborhood and the broader <br />community; and <br /> <br /> WHEREAS, this Resolution supports the goals and aspirations expressed by the Near <br />Northwest Neighborhood in its Quality of Life Plan, but any funding or staff support of specific <br />terms or programs within the Quality of Life Plan will require separate review and budget <br />appropriation consistent with South Bend’s overall needs and funding availability; and <br /> <br /> WHEREAS, the Near Northwest Neighborhood is comprised of those properties that lie <br />within the following boundaries: St. Joseph River to the east & north, the railroad tracks to the <br />north & west, and Lincoln Way West & LaSalle to the south; and <br /> <br /> WHEREAS, the Near Northwest Neighborhood Quality of Life Plan, which is attached <br />hereto and incorporated herein, contains elements necessary to strategically improve the quality <br />25 <br /> <br /> <br />
