REGULAR MEETING OCTOBERT 28, 2013 <br /> <br />about the phasing in. In terms of Phase 1A; Phase 1B that the administration will be submitting <br />an amendment to address the wells for New Energy; A question in regard to conversations with <br />TRANSPO; Traffic Count, Enforcement for speeding, parking; a more comprehensive plan that <br />would detail the dollar amount that is before us. These are some of the questions or comments <br />that I have heard Councilmember’s and we can also refer back to the transcript of this meeting. <br />At this time, we have others that have to move towards and you will have the opportunity on <br />Wednesday. I would ask that you submit your questions to the Chairperson of the Personnel & <br />Finance Committee, hopefully, by noon tomorrow and those questions can be directed to the <br />Administration and have time for discussion. <br />Councilmember Dieter made a motion to continue Bill No. 45-13 until the October 30, 2013 <br />Special Meeting of the Council. Councilmember Schey seconded the motion. <br />Chairperson White: That is not the correct motion. <br />Council Attorney Kathleen Cekanski-Farrand: That is not correct. To continue Bill No. 45-13 in <br />the Council Portion Only and have Third Reading at the Special Common Council Meeting on <br />October 30, 2013. <br />Councilmember Oliver Davis made a motion to continue Bill No. 45-13 in the Council Portion <br />Only and have Third Reading at the Special Common Council Meeting on October 30, 2013. <br />Councilmember Scott seconded the motion which carried by a voice vote of nine (9) ayes. <br />Chairperson White: Again, I would ask Councilmembers that if you have any additional <br />questions that you would address those to the Chairperson of the Personnel & Finance <br />Committee and submit those directly to the administration as well. <br />Council Attorney Kathleen Cekanski-Farrand: I would also suggest that Bill 45-13 is the <br />General Fund and 49 other Funds; there are several recommendations that the Council had set <br />forth to the administration so depending if those are going to be addressed in Dr. Varner’s <br />committee meeting that you have those as well. <br />Chairperson White: And that list that the Councilmember’s prepared hopefully each <br />Councilmember has a copy of those additional areas of concerns. If not we can receive a copy <br />from the Clerk’s Office. <br />Councilmember Varner: I would ask if anyone who wants to submit to the Personnel & Finance <br />Committee something for consideration, something in which you intend to for subsequent <br />consideration perhaps ask for action on, that we have those by first thing tomorrow or noon at the <br />very latest. I think that in order to get a reasonable response to that, I would like to know that <br />everybody’s knows what is on the table. So, to that extent, if we can receive all of those in <br />advance, I would be happy to see that they are made available to all the interested parties. <br />Councilmember Oliver Davis: Madame Chairperson, when we send that by e-mail, to do a cc to <br />the Council. <br />Chairperson White: Yes <br />Councilmember Dr. David Varner: I think that is a great idea. <br />Councilmember Oliver Davis: That way it’s not just sent to Dr. Varner, but sent to Dr. Varner <br />plus cc to the Council and our Attorney. So we can all have a clear understanding of what <br />coming through. <br />Council Attorney Kathleen Cekanski-Farrand: And I will make sure that the Administration <br />receives a summary. <br />Councilmember Schey: Point of order and the Clerk’s Office so that it is a matter of public <br />record. <br />12 <br /> <br /> <br />
