The problem of permanent location crucial <br />in the fourth quarter of 1973, as NIDAS efforts became entangled <br />in the latitude permitted by local zoning ordinances, and the <br />reluctance of the Northeast Neighborhood residents. However, in <br />January, 1974 lease was secured on the property at 228 W. Barlett. <br />The program is now at that location with the capacity to expand <br />to 35 residents and staff. Staff is at full allocated level with <br />the employment of the Residency Director, a graduate of the Gateway <br />House program in Chicago. <br />Central Intake functions to screen all persons applying for services <br />into the appropriate treatment modality. This serves to prevent <br />the manipulation of one modality against another and minimize con- <br />fusion in the screening and diagnostic process. <br />FUNDING STATUS <br />The budget represents funding for fiscal 1974/75 for the <br />Residential Treatment modality and a proportionate share of <br />administrative costs. It is then the same program for which <br />funds were appropriated in 1973, with one exception. The 1973 <br />appropriation contained $20,000 for the Methadone Program. That <br />program is now financially independent; therefore no funds are <br />requested for it this year. Prorated on an annual fiscal basis, <br />this current request is 8% higher than 1973 for the same programs. <br />This current request will represent about 40% of NIDAS entire <br />budget. Other sources from which we received includes the State <br />Department of Mental Health (both Mental Illness Division and <br />Drug Abuse Division); Criminal Justice Planning Agency, and the <br />Federal Bureau of Prisons. I am currently exploring the possi- <br />bility of resubmitting a Federal Project Grant through ADAMHA <br />(formerly NIMH). In addition, by July 1, 1976, the Drug Abuse <br />Division has indicated its expectation of being able to increase <br />funding to local programs. It is my expectation that we will <br />need significant support from the City to take us at least through <br />the 1974 -75 fiscal year. <br />William P.
