In the event this ordinance does not take effect on or <br />before November 1, 1973, then the budgets to be submitted in 1973, <br />for calendar year 1974 only, shall be submitted to the Council on <br />or before December 1, 1973, and the Council shall pass said budgets <br />on or before December 31, 1973. <br />Passed October 22, 1973, as amended. <br />-2- <br />
