Frank i's a planner wtth: tfie 'United War of <br />St. Joseph County. He had formerly, directed a SCHOOL SEWPCE CQORDW <br />ATOR Program in the East. After several discussions witfi_h m about the, <br />program and some preliminary, discussions with the Scfiool Corporatbn <br />officials, we determined that we would start a pilot project to investigate <br />its application to our caseloads and our juvenile referrals. The philosophy <br />of our Youth Service Bureau has been eclectic because of the nature of <br />its establishment and I am very proud of the way our community has been <br />able to respond to the changing needs in the juvenile system. <br />The SCHOOL SERVICE COORDINATOR Program is an efficient use of the limited <br />staff resources of the Youth Service Bureau. With nearly 40 students <br />handled in three months of operation, we expect a potential caseload of <br />between 75 and 100 students per school. If our five -man staff could <br />handle two schools each for 6 - 9 hours a week (over and above our <br />regular referrals) we could greatly increase our capacity. This proposal <br />was wholeheartedly endorsed by the Intake Committee of our Executive <br />Board and approved by the full Youth Service Bureau Executive Committee. <br />The following report is in the words of the Director of the Perley Project, <br />George McCullough. George is 24 years old, with a B.A. in Secondary <br />Education. Because he is black and was a former Recreation Director of <br />the East Side of South Bend, he was the logical choice to head this exciting <br />new phase of the Youth Service Bureau. <br />"The program consists of the combined efforts of the coordinator who is <br />directly in charge of the program; the Youth Service Bureau Director, <br />who is the immediate supervisor of the coordinator; and the school's <br />Principal, administration, counselors, and teachers, who make referrals <br />and suggest alternatives for the students. <br />The SCHOOL SERVICE COORDINATOR Program is designed to assist the students <br />and faculty with any social and behavioral problem that would be present <br />in the school setting, identify potential problem children, and those <br />with problems, at an early age, and try to resolve them. <br />The Coordinator will refer any student that needs services of another <br />social agency to that agency upon the decision of the Coordinator, counselor <br />and the Director of the Youth Service Bureau. <br />The bulk of the students have so far been referred to the following agencies: <br />1. <br />Big Brothers <br />5. <br />Catholic Social Services <br />2. <br />Big Sisters <br />6. <br />Mental Health Center <br />3. <br />Welfare Department <br />7. <br />Boys Scouts of America <br />4. <br />Family and Children's Center <br />8. <br />Y.M.C.A. <br />
