Revenue Sharing Request <br />Date: March 20, 1974 <br />Reply To: <br />MEMORANDUM PS CC #8 <br />The purpose of this Revenue Sharing Request is to fund a staff of Out- <br />reach Workers in order to continue the operation of the Youth Service <br />Bureau. <br />The Revenue Sharing monies will be used to supplement the L.E,A.A. grant <br />of $30,000 which covers the salaries of an Executive Director, an Assistant <br />Director, rent and some supplies. <br />The continuation of the Youth Service Bureau of South Bend to provide <br />referral services, direct services and delinquent prevention programs <br />is the basic project outline. For the 1974 monies, emphasis will be <br />placed on (1) linking youth to services, (2) developing new resources <br />within the community to more adequately serve youth, and (3) assist <br />in modifying existing systems to be more sensitive to youth. During <br />this project year, a great deal of emphasis will be placed on prevention <br />projects through the South Bend Community School Corporation, particularly <br />the School Service Coordinator Program. The purpose is to continue to <br />decrease the recidivism rate of juveniles in South Bend. This new thrust, <br />couples with an effective outreach program, should further combat the <br />rate of juvenile delinquency in South Bend. <br />The model of Youth Service Bureau that we have chosen has emphasized a <br />two - pronged approach: the coordination of referral services for youth <br />and the improvement in delivery of these services as well as informal <br />counseling available to youth through the outreach staff. As we have <br />become more sophisticated in our dealings with young people, we have <br />come to the conclusion that a modification of existing systems as well <br />as a greater development of the role of the outreach worker is in order. <br />
