ORDINANCE NO. 5645 -74 <br />AN ORDINANCE ESTABLISHING <br />THE SOUTH BEND CRIME COMMISSION <br />WHEREAS, the Common Council and the Mayor of <br />the City of South Bend are concerned about the crime problem <br />within our city; and <br />WHEREAS, the Common Council and the Mayor seek <br />to promote citizen involvement in the criminal justice system; <br />and <br />WHEREAS, the City of South Bend desires to <br />establish a crime commission to investigate and make recommenda- <br />tions concerning the criminal justice system in our community. <br />NOW, THEREFORE, BE IT ORDAINED by the Common <br />Council of the City of South Bend, Indiana, that: <br />SECTION I. CRIME COMMISSION - CREATION <br />There shall be created a crime commission in <br />the City of South Bend to be known as the "South Bend Crime <br />Commission ". The members of the Commission shall receive no <br />salary for their services, but shall be entitled to receive <br />their necessary expenses in all work in connection with the <br />duties of the work of the Commission. <br />The Commission shall be composed of nine members, <br />four of whom shall be appointed by the Council, four of whom <br />shall be appointed by the Mayor, and one to be a joint appoint- <br />ment by the Mayor and the President of the Council. <br />The members of the Commission shall serve the <br />term of four years, except for their initial terms which shall <br />be for periods of one, two, three and four years. The Council <br />and the Mayor shall assign one of their initial four appointments <br />to a term of one year, another to a term of two years, another <br />to a term of three years, and another to a term of four years. <br />The joint appointee, who shall be the Chairman of the Crime <br />Commission, shall be for a term of four years. <br />SECTION II. CRIME COMMISSION - ORGANIZATION <br />Within ten days after all of the members of <br />the Commission have been appointed as hereinbefore provided, <br />they shall hold a meeting and shall, from their own number, elect <br />a Vice - Chairman who shall serve as Chairman in the absence of the <br />Chairman. The Chairman shall be that member of the Commission <br />who is jointly appointed as hereinbefore provided. <br />SECTION III. CRIME COMMISSION - GENERAL POWERS <br />The Commission shall have full and complete <br />power in all matters pertaining to the study and investigation <br />of the criminal justice system. <br />
