E. <br />Director, Public Works <br />South Bend Common Council <br />County -City Building <br />South Bend, Indiana <br />Gentlemen: <br />Reply To: Department of <br />Public Works <br />January 9, 1974 <br />There will be presented on January 14, 1974 the first reading of an ordinance <br />confirming a contract between the Board of Wastewater Commissioners and <br />H. DeWulf Mechanical Contractors, Inc. in the amount of $161,706.00 for the <br />construction of a Soluble Oil Disposal Facility. <br />This project is the culmination of 1 1/2 years of research and study of this <br />problem. We have long realized that this problem existed for industry in this <br />area. We first banned industry from discharging oil waste into the sewers through <br />the sewer use ordinance, and this placed the solving of this removal problem <br />squarely in their domain. In an effort to help industry, and make South Bend more <br />attractive to future industry, an attempt was made to solve this problem. <br />What we will be providing by this project, is a dumping site at the Wastewater <br />Treatment plant, storage facilities for the oil waste, and a high temperature incin- <br />erator system equipped with air pollution control equipment which will enable us to <br />dispose of the oil through burning it off. This type of a set up can be self <br />sustaining depending on the BTU content of the waste oil being burned. This method <br />provides industry with the answer it needs at the lowest cost, and least complexity <br />of operation to the City of South Bend. <br />If you will recall in the computation of revenues proposed in the Wastewater 1974 <br />budget, soluble oil is listed as a revenue producing facility, we would hope that <br />this is kept in mind when considering this decision. <br />After construction is underway we will turn our attention to the establishment of <br />a charge or fee for this service, and at that time will return to confer with the <br />Council regarding an ordinance establishing this. <br />
