Nemeth <br />President <br />South Bend Common Council <br />South Bend, IN <br />Dear Mr. Nemeth: <br />A request for $72,680 in Revenue - Sharing Funds has been <br />submitted to the Common Council_ The funds will make a com- <br />prehensive community alcoholism program available to the residents <br />of the City of South Bend. Three agencies, The Alcoholism <br />Council, the Community Alcohol Program, a division of the Mental <br />Health Center of St. Joseph County, Inc. (formerly the Alcohol <br />Education /Rehabilitation Program) and Hope Rescue Mission have <br />worked in conjunction with the St. Joseph County Planning Body <br />on Alcoholism to identify needs and gaps in current alcoholism <br />services to the community. These monies will provide for comm- <br />unity education, consultation and referral of alcoholics, treat- <br />ment by trained counselors, a holding facility and a withdrawl <br />treatment center. It will provide services for both the indignet <br />and the middle class alcoholic. The agencies have eliminated dup- <br />lication and overlap of services in this proposal and will work <br />together closely to maximize efficient delivery of services. <br />Specific services to be offered would inlcude the following: <br />1. Alcoholism Council - The Council will expand its general <br />public education program which includes speakers, films, <br />literature distribution, radio and television programs and <br />billboards. In addition it will conduct special training <br />seminars for community professionals. The Council provides <br />consultation and referral for alcoholics, their husbands, <br />wives and children, and employers. Education is critical <br />because alcoholism tends to be unrecognized until its final <br />stages. <br />
