Patrick Gallagher <br />Director, Public Safety <br />Mr. Peter Nemeth <br />Council Members <br />Council Chambers <br />4th Floor, County -City Bldg. <br />South Bend, Indiana 46601 <br />Dear Mr. Nemeth: <br />Reply To: <br />July 17, 1974 <br />The Overtime Foot Patrol has been deployed in Census Tract #29 during the <br />months of February, March, April, May and June, 1974. There continues to <br />be an appreciable reduction of Part I Offenses in Tract #29 along with the <br />surrounding census tracts so that crime displacement is not apparent. <br />During the four month period of March - June, 1974, for which comparative <br />statistics are available for Census Tract #29, there has been a substantial <br />16.7% reduction in the volume of Part I Offenses in that tract compared to <br />a 9.5% reduction city -wide. The month of June, 1974 shows a 32% reduction <br />of Part I Offenses in Tract #29 when compared to June, 1973, while city- <br />wide there was a 12.3% decrease when comparing June, 1974 to June, 1973. <br />The Department of Public Safety and the Bureau of Police are certain that <br />the Overtime Foot Patrol is having a significant impact on crime in what <br />was previously one of the highest crime districts in the city. The sub- <br />stantial reduction of Part I Offenses in Tract #29, which can be attributed <br />to the presence of the Foot Patrol, directly contributes to obtaining the <br />welcome city -wide reduction in Part I Offenses. <br />Chief Robert Urban and Chief Donald Foy feel that the Overtime Foot Patrol <br />has been extremely successful, especially in dealing with the juvenile <br />population in Tract #29. <br />A test was conducted of Overtime Foot Patrol effectiveness. The Overtime <br />Foot Patrol was temporarily removed from Tract #29 and placed in another <br />census tract. During the time the Bureau of Police began to experience <br />increased problems in Tract #29 and replaced the Foot Patrol in that census <br />tract to alleviate the situation. <br />
