SECTION V. POWERS AND DUTIES <br />1. To arrange and determine, by resolution, for payment of expenses of <br />the Commission, subject to approval by the Common Council. <br />2. To contract for expert consulting services and for studies of a police <br />merit system for the Bureau of Police, subject to approval by the Common Council. <br />3. To prepare reports and recommendations for the Mayor, the Common <br />Council, and the Merit Board regarding the enactment of a police merit system and <br />the implementation thereof. <br />4. To hold meetings and public hearings regarding a police merit system. <br />The President shall call meetings and give notice of public hearings. Meetings of <br />the Commission shall be held at least once a month. <br />5. To hire employees of the Commission and set their salary, subject to <br />approval by the Common Council. <br />6. To recommend rules and regulations to be enacted and used by any <br />board set up to operate a police merit system. <br />7. To draft, recommend, and actively promote the passage of legislation <br />setting up a police merit system. <br />8. To sue and be sued in the name of the Commission; service to be had <br />upon its President; but no costs to be taxed against the Commission or its members <br />in any action. <br />SECTION VI.
