ORDINANCE NO. SSBa 1-7 S AN ORDINANCE ESTABLISHING A MERIT PLAN STUDY COMMISSION WHEREAS, the City of SouthBend desires to investigate and study the advisability of enacting a plan for job tenure and promotion of police officers on the basis of merit and qualification; and WHEREAS, the City of Southend desires to establish a commission for this purpose; NOW THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana: SECTION I. CREATION OF MERIT PLAN STUDY COMMISSION A Merit Plan Study Commission shall be created to study the advisibility of a merit plan for the South Bend Bureau of Police and making recommendations regard- ing such a plan to the Mayor, Common Council, Board of Safety, Bureau of Police, and Merit Board. The members of the Commission shall receive no salary, but shall receive their necessary expenses incurred in connection with their duties. The Commission shall be composed of the following members: 1. Three (3) members appointed by the Mayor. 2. Three (3) members appointed by the Common Council. 3. Three (3) members elected by the active members of the Bureau of Police. The terms of office of the members of the Commission shall be until January 1, 1976, at which time the Commission shall cease to exist, unless re- enacted or continued by ordinance. SECTION II. BUREAU OF POLICE ELECTIONS Within one (1) month after the taking effect of this ordinance, or as soon as possible thereafter, the Bureau of Police will hold an election. Nominations will be made and the election held in the same manner as elections are held for members of the pension board for the Bureau of Police. The three (3) candidates receiving the highest number of votes will be elected to the Commission. SECTION III. ORGANIZATION Within ten (10) days after all of the members of the Commission have been appointed, as hereinbefore provided, they shall hold a meeting and shall, from their own number, elect a president, vice - president and a secretary. Each of such officers shall hold office for a period of one (1) year and until their successors are elected and qualified. SECTION IV. BUDGET The Commission may prepare and submit a budget for proposed expenditures to the Mayor and Common Council in the same manner as city departments.
