ORDINANCE NO. SSBa 1-7 S <br />AN ORDINANCE ESTABLISHING A MERIT PLAN <br />STUDY COMMISSION <br />WHEREAS, the City of SouthBend desires to investigate and study the <br />advisability of enacting a plan for job tenure and promotion of police officers on <br />the basis of merit and qualification; and <br />WHEREAS, the City of Southend desires to establish a commission for <br />this purpose; <br />NOW THEREFORE, BE IT ORDAINED by the Common Council of the City <br />of South Bend, Indiana: <br />SECTION I. CREATION OF MERIT PLAN STUDY COMMISSION <br />A Merit Plan Study Commission shall be created to study the advisibility of <br />a merit plan for the South Bend Bureau of Police and making recommendations regard- <br />ing such a plan to the Mayor, Common Council, Board of Safety, Bureau of Police, <br />and Merit Board. The members of the Commission shall receive no salary, but shall <br />receive their necessary expenses incurred in connection with their duties. The <br />Commission shall be composed of the following members: <br />1. Three (3) members appointed by the Mayor. <br />2. Three (3) members appointed by the Common Council. <br />3. Three (3) members elected by the active members of the Bureau of Police. <br />The terms of office of the members of the Commission shall be until January 1, <br />1976, at which time the Commission shall cease to exist, unless re- enacted or <br />continued by ordinance. <br />SECTION II. BUREAU OF POLICE ELECTIONS <br />Within one (1) month after the taking effect of this ordinance, or as soon as <br />possible thereafter, the Bureau of Police will hold an election. Nominations will be <br />made and the election held in the same manner as elections are held for members of <br />the pension board for the Bureau of Police. The three (3) candidates receiving the <br />highest number of votes will be elected to the Commission. <br />SECTION III. ORGANIZATION <br />Within ten (10) days after all of the members of the Commission have been <br />appointed, as hereinbefore provided, they shall hold a meeting and shall, from <br />their own number, elect a president, vice - president and a secretary. Each of such <br />officers shall hold office for a period of one (1) year and until their successors are <br />elected and qualified. <br />SECTION IV. BUDGET <br />The Commission may prepare and submit a budget for proposed expenditures <br />to the Mayor and Common Council in the same manner as city departments. <br />
