Roemer, City Attorney <br />RE: Additional Deputy City Attorney <br />January 21, 1975 <br />Last year at this time, the Department of Law requested and was <br />granted approval for an additional Deputy City Attorney to be paid from <br />revenue sharing funds. It was our stated intent that this Deputy would <br />be specifically assigned to handle matters at the Police Department. <br />As events developed, however, this Deputy was never hired and the City <br />Attorney's Salary Budget was netted at year's end with the amount of <br />revenue sharing funds alloted. <br />During the spring and early summer months, the City experienced <br />a sharp increase in citizen complaints of illegal police activity and <br />corruption allegations with subsequent investigations against the <br />Police Department. During this period, it was more feasible for me <br />to oversee these procedures personally than to hire and break in a <br />new Deputy unfamiliar with the circumstances. <br />Deputy Attorney Kathleen Cekanski and Intern Robert Bray assisted <br />me in conducting the inquiries, research and recom endations surrounding <br />the corruption investigations while their work loads were re- assigned <br />among the legal staff. This increased work load on the remaining depu- <br />ties was further compounded in early fall with the resignation of <br />Deputy Attorney Lewis Laderer. <br />At the termination of the investigations, Intern Bob Bray was <br />requested by the Police Department to serve as a temporary advisor until <br />a suitable attorney applicant could be found and hired. Bray has since <br />worked with the police under my guidance for approximately twenty hours <br />a week researching and analyzing intradepartmental police problems and <br />citizen complaints against the Police Department. Bray has recently <br />returned to my office to complete some long standing projects before <br />his graduation from law school. The end result after considerable <br />
