shuffling of personnel and shifting of work loads is the Police Depart- <br />ment is still without a Deputy or legal advisor and my request for a <br />renewal of funds for this Deputy still remains. <br />This new Deputy will work directly under my supervision and will <br />be available to give officers or groups of officers advice and guidance <br />in areas such as lawful arrest, search and seizure, confessions, evidence <br />gathering and other sensitive areas of law enforcement when proper pro- <br />cedures are crucial to the success of a case. Availability of an attorney <br />to talk informally with officers on the above topics will help profession- <br />alize the Department as well as prevent potential civil suits against the <br />City. This Deputy would also handle or assist in handling inquiries and <br />questioning of all concerned parties when citizens allege questionable <br />police activities as well as taking care of police insurance requirements <br />and related legal matters. <br />For the above reasons, I highly recommend that a new deputy <br />assigned solely to the Police Department and responsible solely for <br />police problems be hired. <br />�141 <br />Jame A.
