In <br />reverse order they motioned to accept substitute bill 44 -13. <br />Bill 44 -13 fixing the tax rate for 2014 is a straight forward annual requirement of state law purposefully <br />set high as John Murphy explained to assure adequate revenue can be collected though the maximum <br />levy continues to be restricted. <br />Before Valerie Schey and Karen White moved for favorable approval, Henry Davis said 1% of tax revenue <br />should be dedicated to revitalizing neighborhoods. <br />Mayor Pete Buttigieg took the head in explaining the appropriations bill 45 -13. He spoke to freezing <br />salaries while providing an across the board 2% raise for all other employees. Both the Mayor and the <br />City Controller fielded questions from the Council mostly addressing the handful of new positions, the <br />consolidation of the Building and Code Enforcement Departments, comparisons to wages in other cities <br />and whether giving greater than 2% to some managements positions implied disrespect for the rank and <br />file. <br />Henry Davis requested a progress report on efforts to address any race and gender disparity in the City <br />workforce. <br />Before wrapping up consideration of the five "money" bills on the agenda Chairman Varner noted that <br />three bills 44, 45, and 46 would be closed to public comment at the 7:00 P.M. meeting. <br />Bills 53 and 54 -13 would be open for public comment at the evening meeting. <br />
