CITY OF SOUTH BEND
South Bend, Indiana 46601
Jerry J. Miller
Mayor
James A. Roemer
City Attorney
TO: All Councilmen
FROM: James A. Roemer, City Attorney
RE: Legal Interns
Dear Councilmen:
December 9, 1975
The intern program, funded through revenue sharing funds,
has been a tremendous asset for the Legal Department in the
past. It has enabled us to stay on top of our workload by
permitting the Department's attorneys to spend their time on
the more complex problems which have faced us. I am convinced
that the Legal Department would not as effectively render its
services to the City without the intern program.
I am asking for $18,000 out of revenue sharing funds for
1976 whereas last year's authorization was for $15,137. The
primary reason for this requested increase is to bring our
hourly pay rate up to a competitive level with other employment
opportunities for law students. Our three interns currently
receive compensation at a rate of $3.50 per hour, whereas a
more competitive rate would be $4,00 per hour. The figure which
I am asking also takes into account the employment of legal in-
terns on a full —time basis over the summer months.
I consider the legal intern program to be critical for the
functioning of this Department. This view has been discussed
with Mr. Thomas Brunner, the City Attorney Designate, and he is
in accord with my recommendation to continue the legal intern
program at the level of appropriation which we are requesting.
Your support of this request is therefore greatly appreciated.
/James A.
