An important part of this development is <br />the Century Center and the related park system along the river bank. <br />To complete this development in the area between the Colfax Avenue Bridge <br />and the South Bend Dam, considerable renovation, reconstruction and actual <br />construction of new wall sections is required on the East bank between the <br />Colfax Bridge and the Dam. <br />It appears that funds may be available for this work through the recently <br />passed Federal Public Works Program. In anticipation of these funds, and <br />to conform to the Grant Guidelines, it is necessary that design engineering <br />be started and completed at the earliest possible date. <br />Your favorable consideration of this appropriation to cover the cost of <br />this engineering design is recommended. <br />Very truly yours, <br />Rollin E.
