She explained the origin of the project and an <br /> overall view of it. <br /> A bidding process has taken place and Ancon Construction was chosen as the contractor. <br /> Mr. BonDurant asked if there would be an additional fee to ride the carousel and where the <br /> revenues would go. Mr. Martindale said there would be an additional fee and it would be <br /> retained by the Zoological Society. Ms. Dean said it would be treated as the train revenue <br /> currently is. <br /> Director St. Clair said that the proposal shows three phases and he asked if there was a <br /> breakdown of cost and timeline for each phase. A representative from Ancon Construction <br /> said that had not been done yet. Phase 1 would be moving the red panda exhibit,phase 2 <br /> would be restroom area, and phase 3 would be the carousel. <br /> Director St. Clair said the department would like to see the cost, construction documents and <br /> timeline because it is on City property prior to making a decision. <br /> IV. Approval of Minutes <br /> Ms. Hill made a motion to approve the minutes of the regular Board meeting held on <br /> June 15, 2013 as mailed. The motion was seconded by Mr. BonDurant and approved. <br /> V. Approval of Maintenance Vouchers <br /> A motion was made by Mr. Mullins to approve maintenance vouchers for June 2013 totaling <br /> $1,059,324.25. <br /> It was seconded by Ms. Hill. There being no further discussion,the motion was passed. <br /> VI. Business of Director St. Clair <br /> 1. Director St. Clair distributed a listing of calls received through the 311 Call Center. 496 <br /> calls have been received and 486 have been responded to and closed. Of the remaining 10, <br /> nine are related to trees. <br /> 2. He also gave the Board a summary of the surveys done year to date for Parks programs <br /> and facilities. 2,569 have been done this year and the yearly average has been 4.72 out of <br /> five. For June the average was 4.82. He thanked the staff for these great results. <br /> 3. A meeting will be held this Friday to investigate the Public/Private Partnership that has <br /> been offered by the Zoological Society. <br /> 4. The zoo veterinarian position has been approved and will be posted on various websites <br /> soon. <br /> 5. Negotiations for the next Teamsters' contract are underway. The contract begins January <br /> 1,2014. <br /> 6. The biggest challenge for the 2014 budget will be the decrease in property taxes of <br /> approximately $400,000. This in addition to the mandated increases in a number of areas <br /> will make this a difficult budget to put together. A capital budget is going to be difficult to <br /> propose based on how the operating budget is coming together. <br /> 7. A meeting with the Common Council will be this week regarding the City Cemetery. He <br /> reported that despite reports in the media,maintenance of the cemeteries has been ongoing <br /> and regular. <br /> - - 3 - - <br />
