(Hull) is pleased to present the City of South Bend (Client) the following proposal to <br />provide professional engineering services for the above - referenced project. The purpose of this document is to <br />establish the Scope of Work as we understand it and to provide a fee schedule for the project. This proposal <br />presents Hull & Associates, Inc.'s (Hull's) recommendations for additional tasks needed to conduct additional <br />assessment activities and prepare an amended Indiana Voluntary Remediation Program (VRP) Remediation <br />Work Plan (RWP) for the three vacant parcels of the Oliver Industrial Park (the Site) and additional off -site <br />properties. <br />Site Physical Setting and Background <br />The Site is located approximately one mile southwest of downtown South Bend. From 1876 to 1989, activities <br />at the Site included the manufacture of farm machinery and implements. The Site consists of several vacant lots <br />and commercial /light industrial businesses, and is bordered by commercial /industrial properties to the <br />southwest, south, and east of the Site; and an active rail line along the northern boundary of the Site. <br />Residential properties are located across the western and northern boundaries of the Site. The Site is <br />comprised of three vacant parcels totaling approximately 14.45 acres ( + / -) of land located near the <br />intersection of Chapin Street and Oliver Plow Court in South Bend, Indiana. The Site formerly comprised <br />approximately 36 acres of land, but the City and private entities have redeveloped portions of the Oliver <br />Industrial Park, effectively removing certain parcels of the Site from inclusion in the VRP. <br />Multiple environmental assessments have been conducted at the Site. Soil sampling completed thus far has <br />revealed that benzo(a)pyrene, dibenz(a,h)anthrocene, tetrachloroethene, and TPH (historically detected in one <br />location by obsolete method 418.1) are the only chemicals of concern (COCs) in soils that exceed their <br />respective VRP Tier II Nonresidential Cleanup Goals. <br />Extensive on- and off -Site groundwater testing completed thus far has revealed that tetrachloroethene (PCE), <br />trichloroethene (TCE), and vinyl chloride (VC) are the only COCs in groundwater that exceed their respective <br />VRP Tier II Nonresidential Cleanup Goals or the Indiana Department of Environmental Management's (IDEM's) <br />2012 Remediation Closure Guide (RCG) Commercial and /or Residential Groundwater Screening Levels. <br />In December 2011, Hull submitted a RWP for the Site that presented a general path forward for additional <br />assessment and remediation pursuant to VRP requirements. In May 2013, IDEM responded with comments to <br />the RWP. The City and Hull responded to IDEM's comments in a letter dated August 1, 2013.
