A G R E E M E N T AGREEMENT, entered into this ^ _ day of January, 1977 by and between THE CIVIL CITY OF SOUTH BEND, INDIANA, BY AND THROUGH ITS BOARD OF PUBLIC WORKS, hereinafter referred to as "City ", and MENTAL HEALTH CENTER OF ST. JOSEPH COUNTY, INC., hereinafter re- ferred to as "Mental Health Center ", which parties agree as follows: WHEREAS, City desires to assist those persons within the Population of the City who are drug abusers and have the need for shelter, food, vocational rehabilitation and other services as a result of their drug abuse habits, to the end that these persons may become productive and useful members of the community, and WHEREAS, City does not presently have the staff or facili- ties to provide such services, and WHEREAS, Mental Health Center has the staff, expertise and facilities with which to provide shelter, treatment, food, vocational rehabilitation, education and training and other means of therapeutic intervention for such persons, NOW, THEREFORE, it is agreed between the parties that: 1. Mental Health Center shall provide to members of the Population of South Bend vrho are drug abusers and who are determined by the professional staff of ''ental Health Center to be capable of benefiting from therapeutic intervention by Mental Health Center shelter, food, treatment, vocational rehabilitation, education and training and other therapeutic intervention determined to be beneficial to such persons for a period of time beginning on or about March 1, 1977 through February 28, 1978. 2. Mental Health Center shall provide such services at its facility at 420 N. Frances Street, South Bend, Indiana and else- where if circumstances so indicate.
