NEMETH, <br />BEND <br />Mayor <br />COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 <br />Members of the Common Council <br />Council Chambers, 4th Floor <br />County -City Building <br />South Bend, Indiana <br />Dear Council Members: <br />February 9, 1977 <br />219/284 -9409 <br />On February 14, 1977, there will be presented for your consideration, <br />an ordinance appropriating $205,000.00 from the General Revenue <br />Sharing Fund to reimburse the City's Community Development Letter <br />of Credit. <br />The construction of White Water Rapids was an eligible activity <br />under Section 570.200 of the CDBG regulations. However, the re- <br />imbursement is necessary because a certain environmental review <br />assessment requirement governing disbursement procedure was not <br />satisfied. <br />Since the local and HUD Area Office personnel involved in the de- <br />velopment and management of the 1975 CDBG program are no longer <br />on staff, I have reconstructed the entire process concerning <br />White Water Rapids from existing files. <br />Since the procedure is rather complex, I will be submitting to the <br />Common Council, under separate cover a more detailed explanation <br />of the cause of the required reimbursement.
