NEMETH, BEND Mayor COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 M E M O R A N D U M Members of the Common Council Community Development Program United Way - Day Care Appropriation Ordinance $30,000 CD -76 -703 October 20, 1976 ��OIUTIpN% cv a W Z a tea, a INDIANP 2191284 -9409 When the city developed the second year Community Development Application, the administration determined that the provision of a Social Services (Day Care) was a necessary program to address the needs experienced by low- and moderate - income families in Community Development "target areas." The United Way Day Care Program was found to be necessary and appropriate to support other CD activities in those areas. This $30,000 would be matched with $57,000 in State of Indiana Contingency Funds to generate $345,023.10 in Day Care services under Title XX for St. Joseph County area. The U.S. Congress has defined the general categories of people who may be eligible to receive services financed under Title XX. These include persons or families in the following groups: (1) Recipients of Aid to Families with Dependent Children (AFDC); (2) Recipients of Supplemental Social Security Income (SSI); (3) Families with limited income (In Indiana, most services are available to individuals whose family income is less than 50 percent of the state's median income for a similar size family. Some Title XX Social Services are available up to the 80 percent level); and (4) Children or adults in danger of abuse or neglect, 'RIM IN CLERKS OFFICE regard to their family income.
