INTER - OFFICE MEMO <br />TO: MEMBERS OF THE COMMON COUNCIL <br />FROM: CARL ELLISON e"X M,Q, <br />SUBJECT: LEGAL AID APPROPRIATION PROGRAM CD -76 -702 <br />DATE: SEPTEMBER 22, 1976 <br />In developing the 2nd Year Community Development Plan, the adminis- <br />tration determined that the provision of a comprehensive system of legal services <br />tailored to address the problems experienced by low income residents in Community <br />Development "target areas" was both necessary and appropriate to support other <br />Community Development activities in those areas. <br />Consequently, the Community Development Program hereby submits for <br />your consideration an ordinance to appropriate $17,500 to provide the following <br />services for low income residents of the aforementioned areas: <br />a. Legal Representation for low income persons who <br />cannot otherwise afford such services. <br />b. Community Education in areas such as consumer <br />rights, landlord -tenant relationships, and home <br />ownership problems. <br />c. outreach Activities to reach primarily senior <br />citizens who might either not be aware of <br />services available to them or are reluctant to <br />avail themselves of such services. <br />d. Group Representation for neighborhood groups <br />desiring technical assistance with respect to <br />organizational matters, federal guidelines and <br />regulations, state and local laws, etc. <br />The Community Development Program anticipates that senior citizens <br />will be the primary beneficiaries of all proposed activities. <br />The Legal Aid Society proposes to undertake and accomplish these <br />activities with the following line item budget: <br />
