KOPCZYNSKI <br />Sixth District <br />MARY CHRISTINE ADAMS The attached ordinance is presented for your consl- <br />At Large deration for the purpose of repealing Ordinance No. 5339 -71 <br />RICHARD C. DOMBROWSKI <br />At Large passed by the Common Council on September 27, 1971, and ap- <br />FRANK HORVATH proved by Mayor Allen on September 30, 1971. <br />At Large <br />Over the past several years, the need to take more rea- <br />listic approaches to urban problems has become more and <br />more apparent. The time has come for the Council to take the <br />lead in evaluating annexations in light of all persons con- <br />cerned. <br />In re- evaluating the Maple Lane annexation, it appears <br />that if we would proceed ahead, it would result in the pre- <br />sent citizens of the City of South Bend subsidizing the an- <br />nexed area. The additional costs for the operation and main- <br />tenance of the almost 19 miles of public streets and the annual <br />cost of providing street lighting would be substantial. The <br />Drainage Study for this area calls for a complete separation <br />of storm and sanitary sewers. The recent reports regarding <br />pollution problems near and _around Juday Creek and the det- <br />eriorating sewer systems again call for substantial monetary <br />investment just to bring them up to minimum city standards. <br />Since all of us should be concerned about enhancing the <br />quality of life in our neighborhoods, it would be in everyone's <br />best interest not to proceed ahead with this annexation. <br />Instead, we should begin providing forums for all town- <br />ship and city residents and elected officials to discuss and <br />exchange our goals, problems, and objectives in a renewed <br />spirit of cooperation. <br />Sincerely, <br />Robert G.
