HUNT q111211 SUBJECT: APPROPRIATION ORDINANCES FOR EDA -LPW GRANT FUNDS DATE : OCTOBER 5, 1977 The City of South Bend was officially awarded $528,000.00 in LPW Grant Funds on September 26, 1977. The grants were awarded for: (1) A Civic Center Surface Parking Facility ($218,000.00); and (2) The East Bank River Wall Project ($310,000.00). I have enclosed two appropriation ordinances for the above projects which will be considered for second reading and passage on Monday, October 24, 1977. The Civic Center project will consist of the construction of a lighted, landscaped surface parking lot of 370 spaces to serve the Civic Center. Access and service drives will also be constructed. The East Bank River Wall project will consist of the reconstruction of a river bank retaining wall. In addition a landscaped, lighted pedestrian walk- way and canoe portage facilities will be constructed. I have also enclosed a line item budget for each project. The administrative costs are for required audits. The contingency line item is required by regulations governing the EDA -LPW grant, i.e., a 4% to 10% contingency fund must be established.
